Ultra Violet Bulbs/Lamps have a diminishing life and are only effective for 12-15 months.  Bulbs that are not replaced regularly could shorten the life and or weaken the Ballast. The Bulb Connector has a rubber seal which holds the bulb in place, the rubber seal tends to reiterate over time.
